CPARS is a web-enabled application that collects and manages the library of automated Contractor Performance Assessment Reports (CPARs). A CPAR assesses a contractor’s performance and provides a record, both positive and negative, on a given contractor during a specific period of time.

What are the Cpars categories?

This is a brief summary of each rating level:

  • Exceptional. Performance must exceed several contractual requirements to the government’s benefit—or have a single, exceptionally significant benefit.
  • Very Good. Performance should meet requirements and exceed them in some areas.
  • Satisfactory.
  • Marginal.
  • Unsatisfactory.

How long do Cpars stay in the system?

Report cards are retained for three years after contract completion, with the exception of Architect-Engineer and Construction contracts, which remain in the system for six.

How long do contractors have to respond to Cpars evaluations?

After receiving notification of an interim or final CPARS report, a contractor has 14 days to provide responsive comments. On the 15th day the government CPAR and any response from the contractor are automatically transmitted to the reporting database.

Who can view Cpars?

Evaluations are source selection information, and they must be treated in accordance with FAR 2.101, 3.104, and 42.1503. CPARS Evaluations are pre-decisional in nature because they are used to support source selections on an ongoing basis. The only people that can view ratings, narratives, etc.

Are Cpars public?

The CPARS database is available to source selection officials government-wide, but it is not publicly available.
