Can you have oil pressure but no oil to rockers?
If you have correct oil pressure at the gauge and no oil at the rockers, then there could be blockage in the lifter galley (most unlikely, but could be) or your lifters may indeed be gummed up and stuck from dried oil. Might run a thin wire down each pushrod oil hole to make sure no blockage in them as well.

The rule of thumb is that you need to maintain 10 PSI of oil pressure per 1000 rpm on the engine. So idle oil pressure of 10-15 is fine, since your rpms are down around 600-800.
Can a bad PCV valve cause low oil pressure?
Leaking in the vehicle’s oil passages can also lead to low pressure. Internal oil leaks can be caused by a myriad of factors, including worn piston rings and valve seals or PCV valve failure.
What happens if you mix up pushrods?
Yes the parts have to re bed in with each other so any wear will be higher that replacing the matched parts. The amount of wear will be negligable , parts should all be smooth and polished and not have any galling.
