So an L28 will max out around 170 ft-lb torque. Power is (torque * RPM/ 5252). Max RPM for a mostly stock L28 is around 7500 RPM. If you can make the engine flow enough air/fuel (thats all that porting and polishing and big cam, etc.) to fill the cylinders at 7500 rpm, you get 240 hp.
