Why are laws changed?
Society changes over time and so the views and values of its citizens. Law reform is the process of changing and updating laws so that they reflect the current values and needs of modern society.
Why do we have to create new laws?
Laws protect our general safety, and ensure our rights as citizens against abuses by other people, by organizations, and by the government itself. We have laws to help provide for our general safety. Speed limits and traffic laws exist so that we drive in a safe manner.
How do laws get changed?
There are two ways to change the law: by legislative action and/or judicial action. In other words, one can get laws passed, and/or can push a case to a judgment in court. It is amazingly easy to get a lawmaker interested in proposing a new law.

The legislative process begins with the introduction of a bill in either house of Parliament, i.e. the Lok Sabha or the Rajya Sabha. First, rules are important because they tend to protect the weaker class in the society as they might be disadvantaged if rules are broken. When rules are used in the right way they provide a stable environment and human co-existent in a country, which leads to peace and development.
